Peer Review


All manuscripts submitted to the journal undergo mandatory peer review. The journal operates a double-blind review process: the identities of authors and reviewers are not disclosed to each other. Each manuscript is assessed by at least two independent reviewers — recognised experts with publications in the field of the submitted article.

Review procedure

  1. A submitted manuscript first undergoes an editorial check for conformity with the journal's scope and formatting requirements and for originality (plagiarism screening). Manuscripts that do not meet the basic requirements may be rejected without review.
  2. The manuscript is sent to at least two independent reviewers without disclosing the author's name.
  3. Each reviewer evaluates the scientific novelty, the soundness and reliability of the results, the correctness of the methods, the consistency of the conclusions and the quality of presentation, confirms the absence of plagiarism, and gives one of the following recommendations: accept; accept after revision (minor or major); reject.
  4. Reviewers' comments are conveyed to the authors without disclosing the reviewer's identity. A revised manuscript may, by decision of the editorial board, be sent for a second round of review; a second negative report leads to rejection.
  5. The final decision on publication or rejection is taken by the editorial board on the basis of the reviewers' reports.

Deposit and storage of reviews. Reviews are deposited with the Russian Science Citation Index (eLibrary.ru) and stored there in closed access: neither the reviewer's name nor the text of the review is disclosed. Copies of the reviews are kept in the editorial office for five years, are sent to the authors and, upon request, are provided to the Ministry of Science and Higher Education of the Russian Federation.

Confidentiality and conflicts of interest. Peer review is confidential. Reviewers must not disclose the content of the manuscript, must not use information from it before publication, must not pass the materials to third parties, and must inform the editorial office of any potential conflict of interest. A reviewer with a conflict of interest is excluded from handling the manuscript.

Timeframe. As a rule, the review takes no more than three months from the date the manuscript reaches the reviewer; it may be extended if necessary.

Charges. Peer review is free of charge; no fees are charged to authors.
